Kier Street Services in Basingstoke are recruiting for a full time Business Development Senior Estimator. The Senior Estimator will be responsible for the interpretation and pricing, in conjunction with the Business Development team, of outsourced local authority contract tenders in the waste, environmental services, grounds, highways management/maintenance and the street scene sector. Kier Street Services, a trading division of Kier Support Services Limited provides outsourced waste, recycling, environmental services, grounds maintenance and street scene services to both local authority clients and the private sector. The company has annual revenues of £20m and 800 employees currently and has ambitious plans to grow the business in the short term. The Senior Estimator who will report directly to the Business Development Manager with a functional reporting line to the Financial Director, is responsible for the interpretation of both local authority and private sector contract tenders and the preparation of a detailed financial proposal that will include multi year Profit and Loss, Cashflow and Balance Sheet forecasts along with KPI's. He/she will be required to secure best value pricing for all proposed contracts elements utilising both the local Business Development team's contracts and the Group Procurement team. The Senior Estimator will also be responsible for the preparation of the appropriate Schedule of Rates, Day Work Rates etc that are required to support the contract tender.

Requirements
The Senior Estimator must be able to work to strict and demanding deadlines and have excellent spreadsheet/financial modelling skills. He/she must be able to manage pressure and to be a team player. The ability to interpret and price complex competitive tenders/proposed contracts securing best value solution whilst adhering to both local business and Kier Support Services financial procedures and controls is essential. The successful candidate will be able to establish excellent working relationships at all levels, both within Kier Street Services and the wider group. The ability to communicate at all levels both within the Group and specifically with proposed clients, clearly explaining the companies financial proposals is pivotal to the role.

Responsibilities
  • Ongoing development and maintenance of a financial model for the business incorporating P&L, Cash flow, Balance Sheet and KPI's
  • Interpretation of contract tenders including TUPE and asset data for both local authority and private sector clients and preparation of financial models
  • Validation of operational solutions to ensure consistency between delivery and financial requirements/plans and forecasts
  • Working with supply chain partners and the Procurement team to secure best value pricing for all contract tender elements
  • Preparation of Settlement Packs and Presentations for both Kier Support Services and Kier Group settlement meetings
  • Completion of all financial elements of contract tender submission including Schedule of Rates, Day Work Rates etc
  • Attend Client meetings clearly explaining proposed financial assumptions and costs and representing the BD team with regard to all financial related matters, playing an active role in the competitive dialogue process
  • Review of financial tenders with Business Development Manager and Financial Director
  • Provide support and assistance to other bid team members as required to ensure timely submission of all contract tenders to maximise our win ratios
  • Adhoc financial analysis and support to the Financial Director as and when required
  • Following successful tender, working with the Implementation Team to ensure that financial targets and forecasts are fully understood and achieved


The Individual
  • The successful candidate will ideally have experience of working with local authorities and have prior experience of contract tendering and or the submission of complex contract bids.
  • Financial modelling skills and a detailed understanding of financial forecasting is essential.
  • Flexibility, ability to manage pressure, meeting strict deadlines and being a team player is essential.
