INTERIM GROUP DIRECTOR: COMMUNITY AND ADULT CARE
INTERIM APPOINTMENT - 6 MONTHS INITIALLY
BASED : GLOUCESTER
Job Purpose
The role has three key strands:
*To lead the Community and Adult Care Directorate and contributing to the corporate leadership of the Council.
*To be accountable for the implementation of existing major change programmes
*To provide advice to the Chief Executive and Corporate Management Team on the leadership structure and in particular the role of a Group Director which takes into account the changing agenda and specifically increasing integration of approach with the NHS.
Specific Objectives
1.To lead the Community & Adult Care Directorate, with the Cabinet members and management team, maintaining momentum on service development and improvement and ensuring strong budget management. *Budget recovery plan delivered *Business Plan and performance targets achieved *Budget and Business Plans agreed for 2010/11 (including Joint Strategic Commissioning Plan as Level 2) 2.To implement key change programmes *Putting People First programme milestones on target *Directorate engagement with Building Our Future work streams maintained and developed and agreed savings realised *Next steps in integration with the NHS agreed and implemented i.e. the currently proposed further integration of care services. 3.Future Group Director Role *Provide advice about the future of the Group Director C & AC and DASS role in the light of potential NHS and social care roles and structures. This will include a set of costed options together with business cases and risk assessments. 4.Corporate Role As a member of the Corporate Management Team (CoMT) to play a full part in the overall leadership of the Council
Person Specification
Specifically the successful individual will have:
*A minimum of degree level attainment. *A recent proven track record in leading an adult care service preferably with both experience of social and health sectors *Experience of leading transformation change. *A thorough understanding and knowledge of the issues facing the adult care sector preferably in an environment with both a rural and urban population mix. *A proven track record of working with and delivering services through partnerships. *Able to operate in a political environment. *Good communication skills which can be adapted to meet the requirements of different audiences.
