Brief background:
Care Co-ordination Network UK (CCNUK) is a networking organisation supporting and promoting key working for disabled children and young people and their families throughout England, Northern Ireland, Scotland and Wales. CCNUK is a registered charity based in York and with national offices in Scotland and Wales.
The Strategic Manager Wales will have overall responsibility for CCNUK’s activities in Wales and will provide the supervisory management role to the development worker.
The Strategic Manager Wales will also co-ordinate and develop the core work of CCNUK in Wales alongside the Wales staff team, and will have overall responsibility for supporting the development of transition[1] key working and work to be carried out on behalf of Early Support in Wales.
Main duties:
1. Promotion:
- Promote the model of key working/care co-ordination services for disabled children and families within Wales atregional and local levels, but will have the responsibility of working with local authority areas to be funded via the European Social Fund (ESF) Objective 1 ‘Reaching the Heights – First Foothold’ grant programme.
- Develop and facilitate a practice exchange and networking arrangements for the current 5 transition key worker pilot sites, together with the emerging ESF funded ‘sites’ networking groups.
- Work with other voluntary, statutory, government departments and research units within Wales supervised by the Strategic Manager Wales to promote the overall work of CCNUK.
- Build relationships with key individuals within the statutory sector both within the children and adult arena.
- Organise events and groups to young people and their parents/carers and practitioners together to share experience and expertise.
- Work in partnership with the Development Worker to deliver on key actions (CCNUK Wales Action Plan) to maintain the core activity.
- Promote the membership of CCNUK in Wales.
2. Information, training and support:
- Promote and have responsibility for the delivery of the Key Worker Standard training module where appropriate across Wales.
- Work with local authorities in completing the Key Worker Standards Self Assessment tool and collect, collate and evaluate the information provided
- Deliver Key Worker training in tandem with the current Development Worker as and when required.
- Develop a ‘bolt on’ module to the generic Key Worker training for transition key workers.
- Collect and disseminate information about key working/care co-ordination services, with particular focus regarding transition key working.
- Collect, provide and disseminate information on Wales legislation and policy concerning disabled young people and their families/carers.
- Contribute to the CCNUK newsletter and website
- Develop a participatory approach/strategy with disabled young people and their families with regard to transition key working into adulthood.
- Work with the current Development Worker to work with other young disabled people’s led and parent led organisations to support the development of a consultative framework on transition key working, and work with other current fora to monitor transitional keyworking activity in Wales.
3.Monitoring and Evaluation:
- Consult with disabled young people, parents/carers and professionals to monitor and evaluate the effectiveness of key working/care co-ordination services within Wales, co-ordinated by the Strategic Manager Wales.
- Responsible for the delivery of the Key Worker Standards training, support local authority areas to complete the Self Assessment Tool (SET), collate and provide feedback.
- As part of the CCNUK Wales team contribute to the monitoring and evaluation the work of CCNUK in Wales.
4.Other:
- Work with trustees, advisors, the development co-ordinator (Wales) and the CCNUK director to secure future funding.
- Contribute to research projects and consultation responses.
Person Specification:Qualifications: Experience of working with disabled children/young people and theirfamilies and professionals.
Knowledge:Essential:
- Knowledge of working with disabled children and young people.
- Have experience of developing and delivering training to a variety of people and a variety of settings.
- Knowledge of the principles of transition 14+ and the of role person centred planning and thinking.
- Knowledge and experience of project development.
- Knowledge of and commitment to anti-discriminatory practice, particularly in relation to disabled children.
- Commitment and understanding of the social model of disability.
- Knowledge of the Welsh language and culture.
Desirable:
- Knowledge of legislation and policy for disabled children and their families.
- Knowledge and experience of databases.
Skills:
Essential:
- Excellent communication and interpersonal skills.
- Good writing and reporting skills.
- Ability to manage priorities, developing work plans.
- Ability to work autonomously to agreed priorities.
- Competent IT user including word processing, accessing databases, internet &
e-mail. - Ability to establish good relationships with children and young people, their families and practitioners at all levels in all agencies.
- Ability to travel independently throughout Wales, involving some overnight stays.
Desirable:
- Car owner/driver.
- Understanding of working for UK wide organisation.
Other informationIt is anticipated that the Development Worker (training) will need to visit the main Wales office and the CCNUK office in York on a regular basis.
The location for a base for the Development Worker (training) will be considered post interview. Home working or based at the Cefn Mawr, Wrexham office will be considered.
The post is funded by the Welsh Assembly Government
Salary: £23.500
Term of contract: Until March 2012
Pension: CCNUK will contribute 8% of salary toward a pension plan.
Notice period: 1 month.
Leave: 30 days including statutory bank holidays.
Management/Supervision: Provided by the Strategic Manager Wales.
Probation: Six months.
Vetting: As the successful candidate will be working with children and young people a disclosure will be required from the Criminal Records Bureau (CRB).
