Job Purpose:
To lead and manage the Hard FM function at this PFI hospital. To be responsible for all building maintenance, capital and lifecycle works.
Key Responsibilities:
To create and advise estates policy and technical solution to PFI client Senior Manager and Directors and Line Management to Director level, which can be sensitive and may require complex explanation.
To negotiate performance based services with sub-contractors.
To be responsibility for Policy/Service Development
To be responsible for Capital developments and estates planned and reactive maintenance.
To review policies and procedures and amend service provision to respond to client, statute, financial constraints and improvement.
To maintain the estates operational and lifecycle budgets and monitor expenditure in line with expectation.
Responsible for ensuring availability, safety, maintenance and replacement of all physical assets on site.
Responsible for the training and development of all estates staff.
Responsible for application of company HR policy as it applies to estates staff.
To advise on HR policy for estates maintenance and management staff in other PFI contracts where necessary.
To be responsible for maintaining technical library and asset history making technical information available and accessible via CAD, PDF, Crystal and other similar software programmes.
To be responsible for maintaining building management system and making environmental reports available.
To be responsible for Legionella, asbestos, electricity at work, Building Standards (incl. fire precaution) risk assessments and auditing.
Interprets legislation, Approved Code of Practice (ACOP) standards, best practice and instructs resulting policies and procedures.
Advises other PFI/Service Contract in respect of above.
To manage staff disciplinary matters at gross misconduct level.
To manage client expectations where they may be excessive.
Structures sub-contractors expectations in respect of service quality and cost.
Provides estates professional and technical advice to healthcare contracts.
To create and implement estates strategy to achieve short, medium and long term goals requiring organisational and financial change, E.g. Lifecycle planning, training, sub-contractor appointment.
To ensure patient confidentiality, privacy and dignity is maintained at all times in accordance with the Data Protection Act and in line with Company and Client policy, where appropriate.
Qualifications:
Professionally qualified and educated to higher degree standard.
Good level of general education
Experiences:
Experiences in strategic planning and business risk.
Financial awareness and experience of budgetary management
At least 5 years experience at a Senior Estates management level.
Skills:
Understands and uses Health and Safety legislation.
Ability to interpret and explain complex information
Understands dependency of healthcare on property and estates
Ability to work with a wide range of software programmes including CAD and building management systems.
Understands the use of tools and test equipment and able to instruct their use safely.
Able to take high level decisions involving legislative, technical, HR, H&S, financial and strategic factors.
Understands and uses detailed financial information.
Awareness of patient confidentiality and dignity
