Our Client is a public sector agency empowered to lead the drive to ensure the effective and innovative use of technology throughout learning.
As Head of Technical Evaluation & Assurance you will be leading the development of strategies for new technical specifications to ensure they are appropriate for national procurement arrangements, accreditations and awards, developing robust and effective technical evaluation strategies for ICT goods and services and maintaining on an ongoing basis throughout the term of the procurement arrangement.
Experience
A track record of achieving and managing change, organisational development and continuous improvement in line with corporate objectives.
A track record of achievement in a senior management role involving planning, organising, staff management and budgetary control/financial management.
Operational and managerial experience of delivering and improving high quality services/projects and programmes of work to meet defined targets and competing priorities.
Developing technical evaluation strategies in conjunction with stakeholders to ensure key deliverables are delivered.
Running technical evaluations on national procurement competitions, accreditations and aggregated mini competitions to ensure suppliers who meet our required service and capability standards are granted approval.
Developing and implementing technical assurance strategies to ensure compliance throughout the term of any contractual agreement and or accreditation.
Knowledge
A broad technical knowledge of ICT including PCs, portable devices, systems, networks and telecommunications.
An understanding of how ICT is used in an educational setting.
A basic knowledge and understanding of public sector procurement regulations.
Best practice technical testing processes and procedures with a proven ability of developing test scripts and applying rigorous testing methodologies.
Ability to work across functional and organisational boundaries, leading multi disciplinary groups and projects.
Skills and abilities
Ability to ensure delivery in a complex political environment.
Ability to write reports for both a technical and non-technical audience.
Ability to provide face-to-face justification of the results of an evaluation to the suppliers of equipment and services.
Sound people skills and the ability to act as an inspirational leader across a wide range of staff, partners and stakeholders to motivate and to enable the delivery of high quality services in a complex and demanding environment.
Ability to analyse and interpret complex data / information to prepare and present complex and often contentious issues and reports in a clear and convincing manner.
Ability to make sound decisions under pressure, using relevant evidence, sound judgment and risk management, together with a strong ability to spot and exploit opportunities.
A good understanding of working in a demanding organisational context and achieving corporate priorities and objectives.
