The successful candidate will be working within the Adult Social Care, Health & Housing / PCT Commissioning department and the prime job purpose will be:-
To manage the Joint Commissioning Team to undertake the strategic commissioning functions on behalf of the Adult Social Care, Health and Housing Department.
To manage the Housing Commissioning function within the Joint Commissioning Team on behalf of the Adult Social Care, Health and Housing Department.
To manage the following budgets:
Joint Commissioning Team
Outcomes Development Fund
Mental Health Grant
Mental Health Day Care
Stroke Grant
Transport Grant
Concessionary Fares
Dining Centres
To ensure the engagement and participation of customers and other stakeholders in the commissioning process.
Must haves:-
Knowledge and significant understanding of the operational, statutory and non-statutory duties and strategic objectives of Health and Adult Social Care.
Knowledge and a significant understanding of the key issues in commissioning of health and adult social care services.
Ability to provide leadership, vision and direction to individuals and teams to gain commitment to and ownership of the commissioning of services and joint commissioning.
Ability to lead by example and promote high standards of behaviour and performance.
An ability to plan, manage and implement change effectively and exploit new opportunities.
Good track record in service planning and procurement including needs assessment, service specification, market mapping and contract negotiation and monitoring
Knowledge and understanding of the key issues and processes in developing and implementing effective service commissioning against defined service standards
Good negotiation and inter personal skills that demonstrate persuasiveness and ability to influence decision makers
Ability to plan, manage and deliver significant and complex projects organisations.
Ability to cost and plan the resources required to deliver the commissioning plan
A good understanding of the principles of user and carer involvement and of partnership working.
A good understanding of the Dignity Challenge and what theexpectations are of a service that respects dignity.
Sound understanding of the principles behind and components of a safeguarding adults policy.
Ability to undertake and manage the analysis and research work required to effectively develop strategies and policy
