Monitoring Officer

To monitor projects, Child Development Grant Pilot Funding, Children’s Centre budgets and any other sources of funding as they arise.

To develop an excellent working relationship with all providers and stakeholders, that contributes to a successful delivery of the projects and ensures targets and deadlines are met.

1. To co-ordinate administrative work in Children’s Centre Strategic Team.

2. To liaise closely with Team Managers in Early Years with respect to administrative work.

3.To carry out Performance Management Reviews of administrative staff.

4. To liaise with external funding agencies to determine their monitoring requirements from the outset and advise/support project managers to meet these requirements.

5. To provide necessary information for the Strategic Team to issue contracts and service level agreements to providers and projects on behalf of the LEA.

6. To be aware of relevant legislation affecting or likely to affect the different projects and where required, act to implement this legislation with projects.

7. To promote and comply with Council’s Equal Opportunities Policy in the opposition and tradition of all forms of discrimination and ensuring services are accessible to users.

8. To ensure that all funded activity is closely monitored and reviewed and, following a monitoring visit, realistic action plans and targets are set for projects.

9. To collect, analyse and present data gathered from projects, including details on trends and outcomes, attendance, ethnicity, gender, absence and cost effectiveness.

10. To identify potential problem areas when monitoring projects and contribute to the writing and implementation of strategies to address these areas.

11. To manage the development and implementation of manual and computerised information systems within the service, ensuring that records/files meet the relevant audit standards and requirements.

12. To prepare reports for funding bodies and when required, contribute to the initial bid writing process.

13. To take responsibility for areas of work without close supervision.

14. To work with the Early Years Service, FIS and Early Years staff to ensure that the relevant areas of work compliment each other.

15. To participate actively in the LEA’s performance management scheme as specified in Staff Development Policy. Meeting regularly with the postholder’s line manager, in accordance with the scheme, ensuring that performance standards/targets are set and met within the agreed time scale.

16. To undertake relevant and appropriate training, as identified with the line manager at a Performance Management Review.

17. To undertake duties commensurate with the grade and purpose of the job.

18. To work flexible, carrying out duties outside of normal working hours as required by the needs of the Early Years Service.

Must have a valid enhanced CRB.
