Job Purpose
To lead, manage, administer and develop the Development Management, Development Plans and Economic Development Services within the Environmental Services Department; including statutory responsibilities and regulations; and budgetary responsibilities.
Major Tasks and Responsibilities
To be responsible for the general leadership, management, co-ordination and administration of the Development Management, Development Plans and Economic Development functions within the context of structures and procedures developed for the Environmental Services Department; Moray Performs, Corporate and Community Planning; Statutory Responsibilities and Regulations; and Budgetary Provision.
To give leadership in the provision of professional advice to the Council, staff and the public, providing high quality services and carrying out of projects on Development Management, Development Plans and Economic Development related matters. In particular monitoring staff workloads, ensuring targets are met and Council priorities are achieved.
To undertake or arrange for decisions to be made on Development Management, Economic Development and Development Plans matters.
Skills and Experience
5 years experience in Development Management, Development Plans or Economic Development (post MRTPI).
3 years management of the functional team, either of Development Management or Development Plans/policy preparation and implementation, or Economic Development
Preparation or input to Service Plans, Budgets, Performance Management.
Active promotion of integrated planning services, policies and procedures.
A degree in Town Planning.
Membership of the Royal Town Planning Institute.
Good oral/written communication.
Negotiating skills.
Understanding of Local Government/Planning issues.
Staff management. Ability to motivate staff.
Continuous improvement.
Analytical abilities.
Full clean driving licence.
Ability to interpret and apply Planning Legislation and Policies, and use judgement.
Report Writing. Project management. Numeracy.
Management of Development Management, Development Plans and Economic Development staff.

Ability to relate well to Customers.
Flexibility.
