Senior Financial Accountant

£30 per hour PAYE or £38.00 Limited
We are a recruitment company and this is one of a number of Financial Accountacy roles we are currently recruiting for across Hertfordshire and into London.
To complete a number of projects for the Head of Finance and the Director of Finance & Corporate Resources in the second half of the 2009/10 financial year. It is anticipated that the successful applicant will be a fully qualified CIPFA accountant and will have substantial Local Government experience, thus being able to work with the minimum of supervision.
The main projects that have been identified are as follows:
Financial Regulations - To completely review the Council's current financial regulations and compile revised financial regulations that meet best practice. This task will be completed by mid February 2010 so that the revised financial regulations can be presented to the appropriate Committee of the Council.
Support Service Recharges - To critically review the support service recharges to ensure that they accurately reflect the allocation and apportionment treatments that are currently used and proposed to be used in the 2009/10 and 2010/11 financial years respectively. This will include both percentage and absolute amounts and will include close scrutiny of the amounts that are charged and proposed to be charged to the Housing Revenue Account (HRA).
Bank Tender - To review the local authority's current banking tender and to identify options for the way forward including future tendering arrangements.
Other Duties - Undertake such other duties as may be reasonably required of a qualified and experienced CIPFA accountant from time to time.
