Job Purpose
To lead a team managing the Department of Health’s secretariat function for the Health Innovation Challenge Fund, a £100m, five year parallel funding partnership between the Wellcome Trust and the Department of Health to stimulate the creation of innovative healthcare products, technologies and interventions, and facilitate their development for the benefit of patients in the NHS and beyond. Key duties and responsibilities
- Management of the DH HICF secretariat team, including management of resources and line management of two Programme Managers
- Management of the DH contribution to the secretariat for the HICF Joint Funding Panel and Theme Selection Panel, ensuring successful organisation of these meetings and attending them when necessary
- Management of external relationships, particularly with the Department of Health and the Wellcome Trust
- Developing the quality framework for operating the HICF secretariat, including writing and updating SOPs and ensuring that these are followed by members of the programme team
- Ongoing review and development of the IT infrastructure for the HICF (in collaboration with the DHPMG IS team)
- Ensuring continuous improvement of Programme management processes (as part of a -wide initiative to improve processes and achieve harmonisation wherever possible)
- Overseeing the organisation of calls for proposals through the HICFund website
- Overseeing event organisation, e.g. for dissemination of programme outputs
- Overseeing the peer review process for proposals
- Overseeing the production of meeting minutes, feedback letters, etc. to ensure that these are of a high standard.
- Contributing to the development of application guidance and other documentation
- Carrying out appropriate due diligence to allow the assessment of new product opportunities (eg therapeutics, devices, equipment and diagnostics)
- Evaluation of IP protection and freedom to operate positions
- Identification and assessment of the key routes and partners to commercialisation, e.g. through licensing, OEM, company formation or other relationships.
- Project management of a portfolio of projects at various stages of development
- Reviewing progress of the research funded through interim, final and financial reports, site visits, etc., as appropriate
- Ensuring continuous improvement of operational management processes
- Attending external meetings with DH for contract review, programme evaluation, strategy and review
- Co-ordinating the response to Parliamentary Questions or briefing requests
- Cross-training on management of all programmes and providing cover and support for other programmes if required.
Knowledge, skills and competencies required
- A B.Sc. or equivalent in science or engineering (a Ph.D. in medical, scientific or technical discipline is desirable)
- Three years experience in product management or product marketing in medical devices, equipment or medical diagnostics is desirable
- Experience of managing third party vendors
- Experience of managing diverse internal and external relationships
- Business development or sales experience
- Proven track record in project management
- Knowledge of medical devices development and market
- Knowledge of medical diagnostics development and market
- Understanding of the R&D process
- A track record of successful line management
- Experience of preparing business cases/plans
- Ability to work both independently and as part of a team
- Driven to achieve targets effectively to deadlines
