Supply Chain Advisor, Procurement Consultant - Public Sector Advisor

We are looking for a talented business consultant who is experienced in public sector procurement and has the ability to help us identify and create opportunities to help a range of public and private sector organisations increase the number of small businesses in their supply chains, thereby creating business generation and jobs in the local economy of West London.

Building upon this competitive edge we have developed expertise in sales, marketing, procurement, sustainability, public sector, business start-up and the people side of businesses.

We are also the only IEMA-accredited provider of sustainable procurement consultancy in the UK and run several projects revolving around reducing the negative social, environmental and economic impacts of major organisation’s supply chains.

The project you would be working on:

The Heathrow Area Supply Chains project has been created to develop local supply chains in West London in order to increase economic development in the area. The project is being funded by the European Regional Development Agency, as well as Hillingdon, Ealing and Hounslow Borough Councils, and BAA Heathrow.

The role of the supply chain consultant is to:
• work within these organisations,
• influence them to open up their supply chains to the local economy,
• give them technical support that will help them achieve this,
• working with the project team who will be promoting these opportunities to local businesses –.

The ultimate aim of the project is to create business generation and jobs in the local economy.


Job specification

Principal deliverables and accountabilities
1. To influence and work with procurement professionals to ensure their contracts are more “SME friendly”, ultimately increasing the number of contracts that are won in the local economy.
2. To provide expert advice and support to both public and private sector clients on procurement, specifically in addressing barriers which prevent SMEs from accessing contract opportunities, and maximising opportunities for local organisations.
3. To feed into a project “contracts pipeline” which charts the up-coming contracts in the local economy over the next 12 months and which businesses on the project should be aware of.
4. To fully understand the priorities and needs of our clients, and the impact this has on our projects.
5. To develop and maintain expert knowledge in the field of local procurement, built on sound professional experience.
6. Where appropriate, to assist SMEs in their efforts to bid for and win new contracts, for example using your existing knowledge of procurement to help them improve the writing/clarity of their bid.
7. To work within the company’s Health and Safety policy, promote and enable equality of opportunities.


Key relationships

Accountable to: Senior Project Manager – London Office

Accountable for: Delivery of consultancy assignments that will create business generation and jobs in the local economy.

Essential skills
1. Ability to build relationships with senior procurement professionals in the public sector stakeholders and their external supply base
2. Experience in presenting and influencing senior procurement professionals’ in both public and private sectors
3. Worked with in local government supply chains
4. Ability to influence and persuade others
5. Experience working as an internal or external management consultant
6. Dynamism, pro-active approach and ability to be a self-starter
7. Ability to spot opportunities for the project and maximise these to deliver the project’s aims.
8. Experience in project managing public sector and EU procurement end to end processes.
9. Motivated by the challenge of leading and influencing others to improve procurement performance, including economic development for local communities. 
10. Detailed and up to date knowledge of current procurement best practice including category management, supply positioning, balanced scorecard, prioritisation, e-procurement, e-auctions etc.
11. Initiative and creativity working both on your own and as part of a team.

Supply Chain Advisor, Procurement Consultant - Public Sector Advisor Preferable skills

1. Ability to build relationships with SME’s and understands their business drivers
2. An understanding of the principles of sustainable procurement built on the recommendations of the Task Force report, Procuring the Future.
3. Experience in working with procurement teams to create contract opportunities for the local economy
4. Facilitate consultancy style 1 to 1 advice sessions, with companies to improve their bidding procedures and results

Qualifications

Applicants should have the following criteria:
Qualification and/ relevant experience in a commercial discipline.
Professional qualification in a related commercial discipline, full membership of CIPS or of IEMA is ideal.
Willingness to develop sustainable development or procurement professional qualifications if the candidate has specific experience in one of the two fields

Location

Consultants will be expected to operate between the London office and clients in West London.
