Traffic Safety & Control Officer

Ensure the safe operation of the traffic management scheme and vehicle recovery arrangements on the project.

Principle Duties & Accountabilities
  • Liaise with all agencies including the Highways Agency, the local council, the police and emergency services and the local area maintenance contractor.
  • Prepare and apply for all temporary traffic road orders within the traffic management scheme and apply on a daily basis for road space bookings through the local area maintenance contractor.
  • Ensure in the winter months that all road surface areas through the scope of the traffic management areas will be gritted when deemed necessary and will be safe to run on.
  • Inspect the traffic management at a maximum basis of every 2 hours to ensure the legality of the signage stays within the legal chapter 8 status
  • Maintain a log of the patrols and any defects found will be reported to the traffic management contractor to rectify at the earliest opportunity.
  • Oversee and manage the free recovery service provided by the contractor of the said works and all paperwork including site records and job sheets stored and logged for future reference, the TSCO shall provide on a monthly basis in the form of a pie chart all the recovery jobs for the previous month.
  • Constant communication with the area's maintenance contractor to ensure all defects such as barrier damage and road surface defects, down to litter picking and grass cutting are completed within the allocated timescale available.
  • Review any method statements and risk assessments provided by traffic management subcontractors and alter where deemed necessary and ensure all subcontractors from the local area maintenance contractor supply method statements and risk assessments prior to any work being undertaken.
  • Ensure any of the above working within the site has had a full induction before any work commences.
  • Keep a full and accurate daily site diary, including any changes / variations, subcontractors' attendance, and records of work related discussions with client / designer / RE / project team.
  • Adherence with Skanska policies and procedures

Supervising Responsibility for: - Deputy TSCO and TM team Liaison with: - Internal - report to Project Manager or Roadworks Agent, traffic management and vehicle recovery subcontractors - External - Highways Agency or local Highway Authority, emergency services

Knowledge/Skills/Qualifications Required
Essential:
  • Sector scheme approved
  • Good verbal, written and graphic communication skills
  • Relevant CSCS Card
  • Training in Health & Safety and Environmental Management
  • Experience at all levels of Traffic management design and implementation Desirable:
  • CITB apprenticeship
  • BETEC, HNC, HND
