Our client, an International Engineering & Property Adviser currently requires a major projects commercial manager to be based in the Thames Valley to provide a full range of cost management services on a major civils water project.

The projects estimate is currently around £1bn. The project itself is the construction of an earth fill embankment reservoir with a capacity of 150Mm³ and associated water treatment works, tunnels, pipelines and structures due for completion in 2022. Planning application is due for submission in March 2010 with a decision anticipated in 2012 with construction starting shortly thereafter.

Your role will be to drive the development of the project estimate for regulatory submission, managing the project’s cost and contributing to the development of the procurement strategy.

The post is currently to be partly Thames Valley based in the client’s office and partly in London with our client.

As commercial manager you will develop and regularly update the project cost estimate for all phases of the project including the pre planning submission activities, EIA etc; planning inquiry phase and construction phase.

You will ensure the project team have a clear understanding of project costs and ensure a robust auditable estimate is in place to support regulatory submissions and procurement for the project as well as ensuring estimates meets audit requirements including PR09.

You will manage the input to the estimate from the project team including other consultants ensuring the estimate is based on relevant EES data supplemented as necessary by bottom up estimates.

You will ensure a structured approach to risk management including optimism bias and the use of a quantitative project risk model.

Essential is production of monthly cost reports/forecasts ensuring that timely information is obtained from the project team including consultants.

You willliaise with the Project Control Manager to ensure that systems reflect project

information and there are minimal variances on CMS/PAS from cost spreadsheets as well as contributing to development of the procurement strategy.

Ideally you will be MRICS with previous experience in estimating, cost control and risk modelling as well as the ability to manage large and complex projects.

Confidence to interact with multidisciplinary teams and stake holders at all levels is important as is an understanding of environmental assessments.
